The China Private Equity Fund means the money from the underground bank

It's just name in China call the Private Equity Fund, the backside of those Private Equity Fund are from the underground bankers. And they provide around 30% annual return to the people involved. They mainly load to the small and medium size enterprise. Since most of the official bank do not want to load to those enterprises.

And secondly, they provide also the underground currency exchange too, one phone call and easily arrange for million cash. In Hong Kong, there are many currency exchange shop for Hong Kong dollars and RMB, they provide better rate than bank and no exchange limitation.

Since such Private Equity Fund are as big as a state-scale economy, the central government cannot use the legal way to bit it down, otherwise, it harms also to the normal economic activities. Now, the government use the Private Equity Fund way to let them raise to the "sum" and make the capital flowing legally.
